A Health Information Exchange is a prerequisite to obtaining incentive funds.

The HITECH Act states that the purchase and implementation of an EHR are not enough to qualify for Medicare incentives. "Meaningful use" of certified technology must be demonstrated, and that includes health information exchange "to improve the quality of health care, such as promoting care coordination" (The American Recovery and Reinvestment Act of 2009, H.R.1-365, 111th Cong.  Sec. 4102, Paragraph 3 "Meaningful EHR User", Section ii "Information Exchange").
