Audience and role assignments in Centralpoint are properties of records rather than of the deployment, so adding a population means assigning entitlements rather than reconstructing the surface. The taxonomy, governance dictionary and skill corpus established for the first department carry forward, and the second inherits a working pattern rather than starting over.
