Why is token metering a governance feature, not just a finance feature?

Because consumption patterns reveal behavior. A skill being called 10,000 times a day by one user might be legitimate automation, or might be a prompt loop, or might be a credential breach. Metering is the leading indicator of all three. Finance benefits, but security and operations benefit at least as much.
