Enterprise search is judged on what it returns and limited by what it can see. Most estates have substantial regions invisible to any index: scanned documents with no text layer, content in formats the crawler cannot parse, systems never connected, and material whose permissions the search tier cannot evaluate. Improving ranking is pointless while the answer sits in the unindexed portion.
