First-contact resolution is a service metric with disproportionate financial weight, because every escalation multiplies handling cost and introduces delay that generates further contact. The constraint is rarely agent capability — it is whether the answer is reachable at the moment of the call. Agents escalate because the policy is ambiguous, the precedent is buried, or the relevant document sits in a system they cannot search. Retrieval closes that gap when it is governed: an ungoverned assistant raises resolution rates while introducing answers nobody approved, which converts a service improvement into a compliance exposure.
