Why would a provider not want us to decouple?

Providers bundle scaffolding with weights so the scaffolding's contribution appears to be a property of the model. The effect is that quality achieved through good tooling reads as evidence that this model is uniquely capable, which makes substitution feel risky when it is mostly a configuration change.
