New Pages or 'Templates' can easily be created (from New) within the (administrative) "Client Console". FYI- Templates are typically used when there are hundreds or thousands of 'similar records' in which you want them all to be displayed within the same 'design or template'. You are able to create 'both' (singular page designs) and/or templates for (modules) high volume catalogs, look ups and directories.
